New churches reach new people, new residents, and new generations. The average new church reaches people who were not currently attending a church, who may not know Jesus or had become disenfranchised with "church." This is in contrast to churches that are 15+ years old who gain the high majority of new members by people transferring from other churches.
Jesus' essential call was to plant churches not to just do some evangelism. All evangelism of the New Testament leads to the formation and planting of churches, not simply to share the faith. The "Great Commission" (Matthew 28:18-20) is not only a call to "make disciples" but to "baptize" new believers in the "Father, Son and Holy Spirit," which is their new family of God. In Acts and everywhere else, it is clear that baptism means incorporation into a worshipping community where we learn to live a robust life in Christ. (Acts 2:41-47)
